I recently applied for a PayPal Debit Card and received it in the mail the other day. The PayPal debit card or PayPal Premier BusinessCard is totally different from the PayPal Plus credit card. It doesn’t give you access to any credit but it does give you fast and easy access to your PayPal account. You can use it at ATMs anywhere in the world or anywhere MasterCard is accepted.
Application Requirements:
- PayPal user for at least 60 days
- Should have Premier or Business account
- Should register credit card with PayPal account
- Account must be linked to bank account in order to be verified
Benefits:
- Earn 1% cash back everytime you make a purchase (you have to be enrolled in the PayPal Preferred Rewards Program).
- 100% protection against unauthorized charges (fraud and theft)
- No annual fees
You can use the PayPal Debit Card like a normal debit card issued by your bank. It lets you withdraw money from ATMs ($1 per withdrawal fee) and make debit purchases with a PIN. When you use your PayPal Debit Card, your PayPal account funds or balance are used first. As an option, you can provide a backup funding source for your debit card in case you need to purchase something that costs more than your available funds. As a security measure, the debit card has a daily limit of $3,000.00 USD spending limit and a $400.00 USD ATM limit.
Previously, I was only able to use my PayPal account online with sites that accept PayPal. Now that I have my PayPal Debit Card, I can purchase or make payments online using my PayPal account even if the site doesn’t accept PayPal. Aside from that, I can also use it offline to buy other stuff. I’m not sure though if this is available to PayPal account holders outside the US. Maybe I should ask my friend James of PinoyMoneyTalk.
The PayPal Debit Card would be very useful especially for account holders in the Philippines because from what I’ve heard, they’re having a hard time accessing and withdrawing their funds from local banks where it could take up to a week before the money is released. If not, then I hope they’d also make it available in other countries like the Philippines where there are a lot of PayPal account holders.

I’m here in Philippines and I have a paypal account. How I do it?
First you need to go to Unionbank (sorry so far only unionbank that can be verified from paypal) and apply for the EON Card. That EON card is a debitcard. All you need is less than Php500 to apply for EON card and that’s it for the debitcard.
Now to link your EON, you need to signup at paypal.com and link your EON Info from there. Then paypal will send a small amount of money to Unionbank just to verify if your bank is able to accept paypal transaction and vice-versa.
Now, go into your EON online dashboard >> history transaction and try to look for Paypal. Get that 4 Digit code that paypal send there and confirm it on your paypal dashboard.
I think if I remember correctly, it only took 3-5 business days for your paypal to fully activate to its full capacity, then you can start accepting payments nor sending payments to others.

It’s not available in Philippines. when i tried to apply for paypal debit card, it says “Sorry, you’re not eligible for the PayPal Debit MasterCard®. This may be because you live outside the United States or you’ve already applied in the last 30 days.” My last option is to apply for a mastercard then pay it via paypal. hope that helps.. : )

I don’t see why you need a paypal debit card when you in fact need an acutal credit card to get one? I mean, coming from a country where credit cards are not popular the main reason why we apply for a paypal account is because credit card is not very much an option. Now, I mean debit card might be easier, but if I’m going to apply for a debit card and a credit card is required, why not just use a credit card directly right? Sorry I may not be a smart person but I just think it defeats the purpose of you getting a debit card because you can’t have a credit card.
I have spent some time today trying to apply for the PayPal Debit Card, without much luck.
The APPLY NOW button on PayPal’s “Get a Debit Card” website takes me into my PayPal account. In my account, there is no way to apply for the debit card. The debit card does not appear under “Product & Services” and is not mentioned anywhere at all.
I have a Premium PP account, and it is verified.
Some of the posts & comments I read chasing the Debit card suggest that the Debit card may not be available outside the US (this is Australia).
Well, is that so. That is fine with me as long as it is CLEARLY INDICATED on the card’s website with the “BUY NOW” button that the product is only available to people located in the US, as to not waste the rest of the world’s time.
Why would a professional organisation like PayPal have their international audience chase a product that does not exist outside of the US?
The Internet has been around for some time now, and PayPal hopefully knows that websites are read by an international audience, not just by a local American audience. So I don’t believe in the “only available to US citizens” theory.
Any other suggestions why I can’t apply for the card?
I’ve bought stuff on Ebay using paypal + smart money, so you can use it to buy online. Havent tried to withdraw to smart money yet.

Paypal has just introduced a new way to scam you out of some of your money. Here’s a recent email I received from Paypal.
“Many of you asked us to make tracking your PayPal Debit Card cash back simpler. You got it.
Starting August 1, 2009, the cash back earned on your PayPal Debit Card transactions will be combined into a single deposit and paid monthly, rather than after each transaction, making your record keeping easier.
Your cash back rate won’t change.”
What this means is that Paypal will now keep your cash back money and not release it till the end of the month. You are in fact making Paypal a interest free loan of your money till the end of the month. Now this only means a few dollars kept baack per person till the end of the month but multiply that by the millions of people that use it and Paypal is holding back Millions of Dollars till the end of the month.
@Litzie – As far as I know, only residents from the US or Canada can currently apply or get a PayPal debit card. I think the best thing you can do is withdraw the money you have on your PayPal and bring it with you when you travel. Or if you have a friend or relative here in the US who has a PayPal account, what you can do is send money to their PayPal account and have them forward it to their bank account, withdraw it and give it to you.
I don’t know if there’s another way to do it other than PayPal. Maybe you can ask your bank (bank account associated with your PayPal), maybe you can get an international credit/debit card from them.
I have a question. I'm living here in the Philippines but we will visit the US on July, I need my Paypal money for pocket money, some friends advised me to apply for a Paypal Debit Card so I can transfer my Paypal money and use the debit card in our trip. Is that possible? Please advise and email me, I need advice so I can apply for a debit card as early as today.
I withdraw my paypal funds using my epassporte debit card, it took about a week which is a lot faster than 1 month for EON debit card. You guys might wanna check out epassporte.
@lourdes – I’m not really sure but from what I know you can get your PayPal funds via the UnionBank EON account. And recently, PayPal allows its users to withdraw funds via local banks.

@jhay – I wanted to get this when I opened a PayPal account but I didn’t see the need for it since I already have one from my bank. But then recently, I found out that having it would be more convenient for me to use my PayPal funds.
Yeah, maybe if a lot of people or maybe PayPal account holders in the Philippines should make a request or petition. Who knows, it might be coming next. :)
I too hope Paypal would soon offer this to Filipino users. This is absolutely useful and will eliminate the hassles of waiting for banks to process transactions (especially now that withdrawal to the EON debit card seems to be pending for almost a month now).

I tried to apply for this card last year, even before PayPal accounts had full functionality in the Philippines, sadly, as James of PMT said, it’s offered only in the United States.
It would be awesome though to have it available in the Philippines, perhaps they could partner with a local RP bank to offer such service.
@Pinay – Cool! How long have you had it and how come you never use it? Don’t worry about fees because there are no fees for using the card for buying stuff online especially if the site accepts MasterCard. The fees only apply to cash withdrawals. If you need the cash, then you can deposit it to your BofA account. :)
@Blogoloco – I’m not sure but I think the principle is the same with withdrawing money from a different bank where they charge you a small amount everytime you withdraw money from the ATM. I dunno, maybe someone who knows about banking and finance can answer that. :D
@K – Are you asking if spend more you earn more bonus points? It’s cash back, not bonus points. Everytime you make a purchase, you get back 1% of the total purchase. You don’t get charged for online shopping, only for ATM withdrawals.
How many credit cards do you have? Btw, this card is a debit card not a credit card. :)
yeah i have the ATM card too… but i never used it. I just deposit my paypal funds to my BofA atm account. i refuse to pay paypal more fees. :neutral:
But why do they have to charge you a withdrawal fee? There’s too much fees I think.

Hi Jaypee, unfortunately the Paypal Debit Card is only available to users in the United States. I personally look forward to Paypal offering that to Filipino users because the card will certainly simplify the withdrawal process. I wonder when (rather, if) Paypal will offer it to non-US members.
Other US-only Paypal benefits I want offered: the cashback program and the Money Market investment fund. Hope these will be given to Filipino Paypal users soon!
I love my PayPal card! I use it all of the time, it’s easy to access my money and easy to make payments to people who don’t accept PayPal. I’ve had my card for a couple of years now and I’d have to say that the best thing about it is being able to request a secondary card… for someone who’s not on your PayPal account.
In the two years I’ve had my card now, I’ve also earned cash back for every credit purchase that I’ve made. This means when I’m paying bills, I’m earning money. It’s not a whole lot but those few cents with each purchase have added up to over $100.00 for me now. It’s a great thing to have.
@rhoen – Do you have a PayPal account? If you do, maybe you can try to apply and see if it’s available in Singapore. :)
