I know this is an old post but hope this helps..

I’m here in Philippines and I have a paypal account. How I do it?
First you need to go to Unionbank (sorry so far only unionbank that can be verified from paypal) and apply for the EON Card. That EON card is a debitcard. All you need is less than Php500 to apply for EON card and that’s it for the debitcard.

Now to link your EON, you need to signup at paypal.com and link your EON Info from there. Then paypal will send a small amount of money to Unionbank just to verify if your bank is able to accept paypal transaction and vice-versa.

Now, go into your EON online dashboard >> history transaction and try to look for Paypal. Get that 4 Digit code that paypal send there and confirm it on your paypal dashboard.

I think if I remember correctly, it only took 3-5 business days for your paypal to fully activate to its full capacity, then you can start accepting payments nor sending payments to others.

It’s not available in Philippines. when i tried to apply for paypal debit card, it says “Sorry, you’re not eligible for the PayPal Debit MasterCard®. This may be because you live outside the United States or you’ve already applied in the last 30 days.” My last option is to apply for a mastercard then pay it via paypal. hope that helps.. : )

I don’t see why you need a paypal debit card when you in fact need an acutal credit card to get one? I mean, coming from a country where credit cards are not popular the main reason why we apply for a paypal account is because credit card is not very much an option. Now, I mean debit card might be easier, but if I’m going to apply for a debit card and a credit card is required, why not just use a credit card directly right? Sorry I may not be a smart person but I just think it defeats the purpose of you getting a debit card because you can’t have a credit card.
